Jose T. Almonte was the National Security Adviser and Director-General of the National Security Council in the Cabinet of the Philippine President Fidel V. Ramos from 1992 to 1998. A graduate of the Philippine Military Academy in 1956, he won the Distinguished Conduct Star for gallantry with the Philippine military contingent in Vietnam from 1966 to 1969.
