Gen. Jose T. Almonte Jose T. Almonte was the National Security Adviser and Director-General of the National Security Council in the Cabinet of the Philippine President Fidel V. Ramos from 1992 to 1998. A graduate of the Philippine Military Academy in 1956, he won the Distinguished Conduct Star for gallantry with the Philippine military contingent in Vietnam from 1966 to 1969. He retired from the Armed Forces in 1986, while recovering the hidden wealth of the late President Ferdinand E. Marcos in Switzerland. He was also conferred the country's highest award, the Ancient Order of Sikatuna for outstanding government service from 1992 to 1998. The Polytechnic University of the Philippines awarded him an honorary doctorate in Public Administration.
